Jamaica seeks consultants to advance hydro development projects

Jamaica’s Ministry of Science, Technology, Energy, and Mining (MSTEM) invites expressions of interest from consultants to advance hydro development projects at several sites on the island nation. Responses are due June 24.

 

MSTEM has joined Petroleum Corporation of Jamaica (PCJ) to promote investment in a number of hydropower sites. The World Bank has agreed to provide US$15 million to finance initiatives under the Energy Security and Efficiency Enhancement Project. The government-owned PCJ has been mandated by the government to develop renewable resources with a goal that 15 percent of Jamaica’s energy come from renewables by 2020. (HydroWorld 8/3/11)

 

MSTEM and PCJ said they plan to carry out investment activities for hydropower schemes including:

 

  • Two small sites for which feasibility studies have been completed, Great River in Hanover and Laughlands Great River in St. Ann; 
  • Five rivers for which feasibility studies have commenced and should be completed by July 2014: Morgan’s, Spanish, and Negro rivers in St. Thomas; Rio Cobre in St. Catherine; and Martha Brae in Trelawny; and
  • Procurement by PCJ of another set of hydropower feasibility studies for five more rivers by mid-2013;

MSTEM now invites expressions of interest from consultants to provide technical assistance and guidance to stakeholder agencies in the administration of hydropower developments. It also seeks support for implementation of departmental policies and creation of an interactive web-based platform for easier information exchange with project developers, potential investors, and local agencies. The consultants also would provide feasibility study evaluation support, planning and implementation of promotional activities for feasible hydropower schemes to developers and investors, and training support for MSTEM and PCJ.

 

The work is expected to require 10 person-months.
