RAPID ASSESSMENT AND GAP ANALYSIS OF COUNTRY ENERGY SECTOR

TERMS OF REFERENCE

I. BACKGROUND

1.1 The Inter-American Development Bank (IDB) continues to support the work of Sustainable Energy for All (SE4ALL) to increase renewable energy, energy efficiency, and access to energy in the Latin America and Caribbean (LAC) region by evaluating data and improving program promotion. This study will provide brief summary of key findings and conclusions, i.e. current situation in terms of three SE4ALL goals (2030 targets), main challenges, opportunities and requirements for achievement of national goals, and the effects that addressing these could have on the social and economic situation in the country. It is intended that this document will provide context that helps in making decisions to expand and accelerate work related to SE4ALL.

II. CONSULTANCY OBJECTIVE

2.1 The consultant will work collaboratively with the IDB SE4ALL management team to effectively and efficiently identify, evaluate, and report on the information required to complete the Rapid Assessment Gap Analysis study of the agreed upon country.

The purpose of Rapid Assessment and Gap Analysis is to provide:

A brief overview of the energy situation in the country within the context of its economic and social development and poverty eradication
A good review of where the country is in terms of the three SE4ALL goals, and
A good estimate of the main challenges and opportunities vis-à-vis the three goals of SE4ALL where the major investments, policies and enabling environments will be required
A sound basis and background for an Action Plan that may follow as part of the SE4ALL activities in the country

III. CHARACTERISTICS OF THE CONSULTANCY

3.1 Type of consultancy: Independent Consultant by product (estimated effort equivalent to 10 consultant/days).

3.2 Starting date and duration: June 28, 2012 to August 15, 2012, discontinuously.

3.3 Place of work: Consultant will work at his own location in country.

3.4 Qualifications:

Education: The Independent Consultant must have a master’s degree in Energy, Engineering, or a related discipline. Consultants with 5 years or more of related energy sector experience in the agreed upon country will also be considered.
Languages: Must be proficient in English and Spanish both written and spoken. French and/or Portuguese a plus.
Additional Skills: The Independent Consultant should be very organized, be able to act independently, creatively, and under own initiative, and should have a clear understanding of development issues in Latin America.

IV. ACTIVITIES

4.1 Primary activities are as follows:

Preparation: Work with the SE4ALL management team to review requirements for the Rapid Assessment Gap Analysis Report, identify and agree upon appropriate informational sources, and set timeline for study deliverables to fit within the contractual period. Refer to Appendix A for format and content of the Report.
Execution: Conduct independent research, interviews, and phone calls using agreed upon sources, cite all sources, prepare final report of Rapid Assessment for the management team.
Other: Perform other SE4ALL complementary tasks as directed by the management team within the contractual period that may be reasonably requested by the team.

V. REPORTS / OUTPUTS

5.1 The Rapid Assessment Gap Analysis Report (the Report) must be submitted to the IDB in one electronic file that should include cover, main document, and all annexes. (Zip files won’t be accepted as final reports, due to regulations from the Records Management Section).

5.3

VI. SCHEDULE OF PAYMENT

6.1 Payment will be made as follows: 50% upon signature of contract; 50% upon completion and acceptance of the Report, by SE4ALL management team.

VII. COORDINATION

7.1 The consultant’s work will be coordinated by Arnaldo Vieira de Carvalho – IDB team leader.
